The ribbon was cut Thursday on the city’s latest apartment complex for the low-incomed, but even from a glance at the parking, it was easy to tell all its 56 units are already rented. The $20 million Girasol housing is located on formerly vacant land at 1725 Adams Ave. It is officially designated “affordable housing” with 43 units for those earning 30-55 percent of the area’s average monthly income and 12 units for those under 30 percent. One unit is for the manager.
